In order to measure the degree of compliance with country strategies, the ODEI, together with the Administration, have developed the Guidelines for the Evaluation of Country Strategies, based on international standards (which include evaluation criteria and sub-criteria) recommended by the Evaluation Cooperation Group (ECG).
