José Efraín Deras

Mr. Deras,has a PHD in Economic from Portsmouth University (United Kingdom) and  graduated from EARTH University, CATIE (Costa Rica), has long experience in applied econometrics, competitiveness, economics, economic integration theory, sustainable agriculture and rural development, strategy institutional projects and economic development.

He has been part of several international conferences of economics and development in Europe, in places such as: Cambridge University, England; The European Union, Brussels; Portsmouth University, England; Harvard University, Boston, he is currently MOC affiliate faculty; IFAD and FAO, Italy. In America: The Caribbean-Central American Action (CCAA), Miami; the World Bank and Inter-American Development Bank, Washington; The Economic Commission for Latin America (ECLA), Chile; and at CATIE, Costa Rica.

Along his career he has worked for institutions such as The Inter-American Development Bank, the Center for the Competitiveness of Eco-enterprises at CATIE, ASONOG/Oxfam GB, Fairtrade Labeling Organizations International (FLO), UNITEC and Postgraduates in Latin American Studies (PILAS), an arm of the Society for Latin American Studies (SLAS, in London), in which he occupied a chair as President of PILAS in 2005. At the Central American Bank for Economic Integration (CABEI) he has worked as agribusiness and rural development specialist; he has been responsible for the creation of the Development Impact Evaluation System of the Bank, leading evaluations of more than US$ 7 billion in projects financed by the Bank.

Among his publications are the Society for Latin American Studies SLAS (UK), Natural Resources and Environment Magazine (Costa Rica), the Honduran College of Economists, IICA, Digital Forum Magazine, Regional Economic Forum FECORE of the Banking School of Guatemala, Latin American Federation of Bank FELABAN, Strategy and Business Magazine, as well as his book "The Central American Common Market (CACM): An Evaluation of Economic Integration and Competitiveness"

He has been the Chief Economist of CABEI. Currently, he is the Chief of the Independent Evaluation Office (ODE) at CABEI, an independent organ reporting to the Board of Directors of the Bank. Consolidating the Impact Assessment System through the extension of the ex ante evaluation to the midterm and ex post evaluation, sectoral evaluation, review of social and environmental standards, evaluation of country strategies and Institutional Corporate Evaluation.
