PhD candidate Shirley Orellana is a Honduran professional with more than 18 years of experience, currently serving as Coordinator of the Evaluation Office (ODE) of the Central American Bank for Economic Integration (CABEI). Previous to joining CABEI, she served as Infrastructure Project Manager, Technical Assistance Manager in the Cement Industry and Development Project Manager.
She has accompanied the ODE Headquarters in updating, promoting and implementing the Bank's Development Impact Assessment System (SEID), directly conducting ex-ante and ex-post evaluations, reviewing environmental and social standards, conducting quasi-experimental assessments, and preparing country evaluations. She has also conducted sector evaluations (infrastructure, housing, project cycle) and gender, as well as contributed to corporate strategy evaluations.
At the same time, she has conducted joint evaluations with other entities and development agencies such as IFAD and KfW. She is currently developing her doctoral research thesis on the “incorporation of cost-benefit analysis in project-type operations approved by the Multilateral Development Bank (MDB) in the Central American Region during the period 2010 – 2018” as part of her professional growth.
